Acts 9:10

And there was a certain disciple at Damascus, named Ananias; and the Lord said to him in a vision, Ananias. And he replied, I [am here], Lord.
Notice that God did not use a prophet here, just an ordinary believer. Any believer can have visions and hear from God.
