Paul was writing to Christians living in Rome.
Nero was emperor. He did very mean things to
Christians, but he hadn't started yet. It was a time
of peace. However, Paul knew he was writing to
city people who can be really different from each
other. Tough sailors, well-traveled tradesmen,
wealthy former idolaters, and slaves were all part
of the new church in Rome. He wanted them to
see their likeness in Christ with statements like,
"All have sinned. All fall short of the glory of God."
Romans 3:23
For the wages of sin is death, but the gift of God is
eternal life in Christ Jesus our Lord. Romans 6:23
