1 As the hart panteth after the water brooks, so panteth my soul after thee, O God.
The soul of man is dry and lacking without the presence of God. And just as a deer seeks for water when it grows thirsty, so our soul longs for the presence of God when it is feeling dry. This includes feeling emotionally low as well as weak in will power. Only God can bring the soul to full health and function.
We try to meet this need with other people and they can help up to a point, because they have some of God in their spirits. But ultimately it is the presence of the creator that makes all the difference.

2 My soul thirsteth for God, for the living God: when shall I come and appear before God?
David expresses a deep core desire to be in the presence of God and expresses it as a feeling of deep thirst.
3 My tears have been my meat day and night, while they continually say unto me, Where [is] thy God?
Without Him, life is difficult. But outsiders have no care and will taunt you saying, "Where is this God you boasted about?"
4 When I remember these [things], I pour out my soul in me: for I had gone with the multitude, I went with them to the house of God, with the voice of joy and praise, with a multitude that kept holyday.
You can be in the company of others who are full of joy and rejoicing, but yet still feel all alone without the presence of the Lord. Even in Church while others are singing and worshipping you can feel alone and left out. His presence in you is personal, not something you get from the crowd.
5 Why art thou cast down, O my soul? and [why] art thou disquieted in me? hope thou in God: for I shall yet praise him [for] the help of his countenance.
David speaks to himself when he is feeling down. Positive words can go a long way to helping you break free of negative feelings.

6 O my God, my soul is cast down within me: therefore will I remember thee from the land of Jordan, and of the Hermonites, from the hill Mizar.
7 Deep calleth unto deep at the noise of thy waterspouts: all thy waves and thy billows are gone over me.
The power of God lies deep inside us through the indwelling Holy Spirit. But He is not stagnant. Listen for the sound of His voice and let His anointing pour out and all over you. This is where the resident anointing becomes an external anointing.

8 [Yet] the LORD will command his lovingkindness in the daytime, and in the night his song [shall be] with me, [and] my prayer unto the God of my life.
Music can be a very powerful influence to bring His presence.
9 I will say unto God my rock, Why hast thou forgotten me? why go I mourning because of the oppression of the enemy?
10 [As] with a sword in my bones, mine enemies reproach me; while they say daily unto me, Where [is] thy God?
11 Why art thou cast down, O my soul? and why art thou disquieted within me? hope thou in God: for I shall yet praise him, [who is] the health of my countenance, and my God.
Your face reflects what is going on inside you. To show positive effects such as happiness, it takes the presence of God. One of the ways of experiencing this is to take time out to praise Him.
